SUPPORT PROGRAM PROCEDURES AND PRINCIPLES

 

 

 

FIRST PART

Purpose, Scope, Legal Basis and Definitions

 

Goal

ARTICLE 1- (1) The purpose of this support program is; To support the dissemination of R & D project preparation and executive cultivation, R & D projects that are offered by researchers in universities, public institutions or private institutions that are not actively involved in the projects supported by ARDEB should be supported.

 

 

Scope

ARTICLE 2- (1) These Procedures and Principles cover provisions related to the application, evaluation, support, monitoring and conclusion of domestic R & D projects within the scope of the Initial R & D Projects Support Program within the scope of TUBITAK-ARDEB.

 

 

Legal basis

ARTICLE 3- (1) These Procedures and Principles have been prepared on the basis of the Law on the Establishment of TUBITAK No. 278 on 17/07/1963 and the Regulation on the Programs Executed by TÜBİTAK Research Support Programs Presidency dated 22/04/2009.

 

 

Definitions

ARTICLE 4- (1) In this Article,

 

 

  1. a) Researcher: Researchers who have the necessary expertise in the field of science and / or technology, who share scientific and technical responsibility of the project and who will be named in the final report,

 

 

  1. b) ARDEB: Presidency of Research Support Programs,

 

 

  1. c) Presidency: Presidency of TÜBİTAK,

 

 

  1. d) Scientific Committee: Scientific Committee of TÜBİTAK,

 

 

  1. e) The grantee: the purpose of the exercise involved in the project, licensed in institutions of higher education in Turkey, the students who graduate with a PhD degree contacts,

 

 

  1. f) Advisory Board (DK): The Board of Advisors (DK) is a board composed of experts in the field to assist in the creation of panels for GYK members, selection of panelists and monitoring of projects,

 

  1. g) Supervisor: Where necessary, the project may require special expertise

The researcher or expert who takes advantage of the knowledge in one of the subjects,

 

 

  1. h) Principles: Principles and Procedures for Initial R & D Projects Support Program,

 

 

  1. i) Group: TUBITAK Research Support Group,

 

 

  1. j) Group Executive Committee (GYK): Executing TUBITAK Research Support Group

The Committee,

  1. k) Institutional Fees: The amount of the provision of benefits of the institution in the course of execution and finalization of the project is calculated in accordance with the procedures and principles determined by TÜBİTAK and added to the project budget,

 

 

  1. l) Private Sector: Sector regardless of company size and level creates added value and commercial registration certificate of the company that built the capital in Turkey

 

 

  1. m) Project: Subject, purpose, scope, duration, special conditions, budget is determined; to produce new information and to make scientific interpretations or to solve technological / social problems in accordance with scientific principles,

 

  1. n) Project Team: A team consisting of project executive, researcher, scholarship, assistant staff and consultants,

 

 

  1. o) Project Incentive Bonus (PTİ): Not to exceed 75% of the amount paid in a month due to the positions or positions of the public institutions or organizations in the scope of the project and in the services related to the project, and the amounts paid and determined in the project contract according to the principles determined by the Science Board,

 

 

  1. p) Project Coordinator: A project manager who has the necessary expertise and experience in the field of science and / or technology and who carries all kinds of scientific, technical, administrative, financial and legal responsibilities in the field of science and technology and who can sign the project contract with TÜBİTAK and evaluate and publish the project results with scientific methods and / level researcher,

 

 

  1. r) Project Executer Establishment: A university, public institution or private enterprise, where the project is carried out with project preparation and project execution, skills, experience and infrastructure,

 

 

  1. h) TUBITAK: The Scientific and Technological Research Council of Turkey,

 

 

  1. t) Auxiliary Personnel: Under the supervision of the project manager or researchers, the project is carried out in full or part time, limited to the duration of the project and technical personnel, technician, laborant, worker and similar personnel, who are employed to be an employer institution, whose name is not mentioned in the final report,

 

 

  1. u) Regulation: By TÜBİTAK Research Support Programs Presidency

SECOND PART

Application, Evaluation, Support Decision and Contract

 

Terms and conditions of application

ARTICLE 5- (1) The time, procedure and conditions of application are announced annually by the Presidency

 

(2) Researchers who act as promoters in projects supported by ARDEB can not apply as executives to this support program, but can act as researchers or consultants.

 

(3) This support program can only be used once as a project executive. One person can not be present in another project application as an executor under the support program until the evaluation process for the project proposal is completed.

 

(4) Partial or full-time personnel assigned to units and institutes affiliated to TÜBİTAK can not take part in the projects covered by this support program.

 

(5) Persons whose contribution rate in the project is less than 10% they can not.

(6) The project manager must meet the following requirements according to the nature of the organization in which the project will be run.

 

In the projects to be carried out in public institutions or higher education institutions, it is necessary that the executive officer / institution has permanent staff (full-time employee for foundation universities). In case the researchers who are in Kadrosu higher education institutions work in the institutions which are located in the technology development zone at the same time, it is not required to have permanent staff in the private institutions.

 

In the projects to be carried out privately, the project manager has to work for at least 6 months as of the proposed date of the proposal.

(7) the project manager and researchers need to reside in the boundaries of the Republic of Turkey. Scientists from abroad can not take part in projects under this support program as researchers abroad

 

 

(8) an institution in a foreign border with Turkey person / organization with the mission to condition players in the project / task as a researcher can receive.

9) In order for a consultant to be able to include a consultant in the project, the project must have a specific topic or topic that requires special expertise and this fact must be justified in the project proposal. The number of consultants to work on a project is limited to the number of tales and project duration required for that particular project.

 

 

Evaluation

ARTICLE 6- (1) Project proposal; It is evaluated by the related group within the framework of the project evaluation criteria determined by TUBITAK.

 

 

 

Support decision

ARTICLE 7- (1) As a result of the evaluation, support decision is made by the Group Executive Committee

(GYK).

 

(2) Supports and amounts to be given to accepted projects shall be determined by the relevant Group

evaluation and approval of the Presidency.

 

Contract

ARTICLE 8- (1) Contracts establishing the administrative, financial, technical and legal provisions of the project and the responsibilities of the parties are signed between TÜBİTAK and the institution / establishment authorities and project executives of the projects decided to be supported by TÜBİTAK.

 

 

 

PART THREE Financial and Administrative Provisions

 

 

Accepted costs

ARTICLE 9- (1) In the creation of the project budget, the following items

acceptable;

 

 

  1. a) Expenses for the purchase of tools, machinery, equipment, software and broadcasting,

 

  1. b) Purchase of materials and consumables.
  2. c) Consultancy and service purchase expenses.
  3. d) maintenance and repair expenses of the devices used in the scope of the project. e) Domestic and international travel expenses.
  4. f) Mailing and shipping costs. g) Personnel expenses.
  5. h) Scholarship expenses.

 

  1. i) Project promotion incentive. j) Institutional feeling.
  2. k) Meetings, workshops, etc. for sharing project outputs with relevant stakeholders and potential beneficiaries. Operating expenses.

 

 

  1. l) Other costs directly or indirectly related to the project.

 

Unacceptable costs

ARTICLE 10- (1) The following items in the budget of the project

not accepted;

 

 

  1. a) Provision of project proposal preparation.

 

 

  1. b) Expenses to be incurred during the production of the results of the project. c) Advertising expenses for marketing and commercial purposes.
  2. d) Expenses for communication except mail. e) Heating and lighting expenses.
  3. f) Construction costs for infrastructure. g) Administrative personnel expenses.
  4. h) Other expenses not directly or indirectly related to the project.

 

 

Support amount and duration

ARTICLE 11- (1) Support which can be given to the projects covered by this support program

The upper limit of the amount is determined annually by the Science Board.

 

(2) Projects to be supported under this support program can last up to 24 months.

 

 

(3) Projects for building infrastructures are not supported.

 

 

(4) Participation / study visit to domestic and / or international scientific meetings, etc. in the projects. The upper limit of the amount of support to be provided for each year is determined by the Scientific Committee.

 

 

(5) Meetings, workshops, etc. to be made in order to share project outputs with related stakeholders and potential beneficiaries. The upper limit of the amount of support to be given for work is determined by the Scientific Committee each year.

 

 

Scholarship expenses

ARTICLE 12- (1) Total scholarship that can be claimed under this support program

the amount determined every year by the Science Board.

 

 

Project Promotion

ARTICLE 13- (1) The upper limit of the amount of PTİ that can be paid to the project manager and the researcher is determined every year by the Science Board. The total amount of researchers' PTI is calculated by taking into account the contributions to the project, not exceeding the total amount of PTI for the project executive.

 

 

(2) In the projects covered by this support program, PTİ payments shall be made according to the rules determined by the Presidency, not exceeding the upper limit determined by the Scientific Council after the project final report has been accepted.

Enterprise Feel

ARTICLE 14- (1) The amount of the Institution's equity to be paid in the projects supported under this support program shall be determined within the framework of the relevant legislation. Except for foundation universities, institutional feeling is not given to private institutions.

 

 

 

PART FOUR Monitoring and Conclusion

 

 

Monitoring process

ARTICLE 15- (1) In accordance with the legislation of the TUBITAK, the project is followed by development reports prepared by the project manager, whether or not it is carried out in accordance with the objectives and targets determined. If necessary, an on-site inspection may be conducted by TUBITAK. Progress report periods are determined by the contract for not less than six months and not more than one year. The development reports and the final report are sent to TÜBİTAK by the project manager within the period specified in the contract.

 

 

(2) The TUBITAK may, when it deems necessary, appoint persons to be identified as project trackers to examine, monitor and evaluate the development of the project from scientific, technical, administrative and financial aspects. Fees to be paid to the persons assigned for the evaluation of the project applications and the monitoring of the projects are determined by the Scientific Board.

 

 

Wrapping Up

ARTICLE 16- (1) Provisions of the Regulation shall apply in the process of finalizing the projects.

 

 

Stopping, uninstalling and canceling

ARTICLE 17- (1) Provisions of the Regulations shall apply in terms of stopping, withdrawing and canceling the projects. In addition, in the case of the canceled project, if the private establishment is defective, the delay amount is requested at the rates specified in the Law No. 6183 from the defective private establishment, taking into account the amount of the expenditures realized in the scope of the project (excluding scholarship and personnel expenses) transferred to TUBITAK's project special account.

PART FIVE Miscellaneous and Final Provisions

 

 

Intellectual and industrial property rights

ARTICLE 18- (1) In this process, the provisions of the Intellectual Property Rights to be applied in the Projects which are supported in accordance with the Regulation on the Principles of Promoting and Supporting the Project shall apply. In projects in which the Private Sector is involved, the entitlement to intellectual property shall belong to the legal entity in proportion to the percentage of the intellectual property rights of the personnel of the project team of the relevant private entity.

 

 

Unclaimed cases

ARTICLE 19- (1) Administrative and Financial Principles to be applied in Regulation, Research Projects and related legislative provisions apply in cases where there are no provisions in this Procedure and Principles.

 

 

Upper limits

PROVISIONAL ARTICLE 1- (1) For the year 2013, the upper limit of paragraph (1) of Article 11 of these Procedures and Principles shall be TL 60.000 excluding PTI and Corporate Fees per project; The upper limit in paragraph (4) is 5000 TL per project per year, the total amount is 10.000 TL during the project and the upper limit in paragraph (5) is 5000 TL per project.

 

 

PROVISIONAL ARTICLE 2- (1) For the year 2013, the provisions of Article 12 of these Procedures and Principles

the upper limit is set at 1800 TL per month per project.

 

 

PROVISIONAL ARTICLE 3- (1) For the year 2013, the upper limit of the amount of PTI that the enforcer of paragraph (1) of paragraph 13 of Article 13 of these Procedures and Principles may receive is set as TL 500 per month.

 

 

Force

ARTICLE 20- (1) These Procedures and Principles shall be approved by the Scientific Committee on the date

it goes into effect.

 

 

Executive

ARTICLE 21- (1) These Procedures and Principles are executed by the President of TUBITAK.
