FIRST PART
Purpose, Scope, Basis and Definitions
Goal
Article 1: This Directive is the Project and Technology established under the Rectorate of Bartın University. The Office's areas of activity, its objectives, the way the governing bodies function, and to prepare guidelines for their responsibilities.
Scope
Article 2. Project and Technology Office of domestic and international projects supported collection; announcement of scientific and supportive opportunities through national and international projects; application, preparation, execution, monitoring, termination of projects or other project
informing related researchers during their resumption; resource identification, scientific, technical, administrative, advisory, support; the creation of the project database and performance measurement; legal advice on licensing and commercialization of projects enforcement of their activities.

It was prepared based on the provisions of the Regulation on Projects.
Definitions
Article 4 - (1) In this Directive;
- a) Research Center: Research centers established within the Bartın University,
- b) Unit: Bartın University affiliated faculties, institutes, vocational schools, vocational schools,
research and application centers,
- c) General Coordinator: General Coordinator of the Project and Technology Office (PTO)
ç) Deputy General Coordinator: Deputy General Coordinator of the Project and Technology Office,
- d) Coordinator: Coordinator of International Projects in PTO, TÜBİTAK
Project Coordinator, BAP Coordinator, Regional Development Agencies, KOSGEB,
SAN-TEZ and Other Institutions Project Coordinator, Patent Coordinator,
- e) Project: Universal and national understanding in the field, technological, economic, social and cultural contribution to the development of the expected scientific content, internal and / or external national
(ARGE, BAP, TUBITAK, SAN-TEZ, DPT, İŞKUR, KOSGEB, Development Agencies,
Projects supported by the Ministry etc.) and / or participation of international institutions or organizations scientific research projects (all projects supported by the EU Funds)
Other foreign international such as EUREKA, NSF, OECD, FAO, NIH, EUROSTARS projects) funded by national and foreign industrial organizations

SECOND PART
Duties and Working Areas of the Project and Technology Office
Article 5 - (1) The tasks and areas of work of the Office of the Project and Technology are as follows:
- a) Leading the settlement of the cultural project in the university,the number of projects for research and development in the direction of to encourage those who prepare these projects and projects in order to increase them,
- b) National, international and research support programs and their application making announcements of the dates, informing the researchers (web site, meetings,seminars etc.)
- c) cooperation with national and international organizations in relation to project preparation and management planning and organizing collaborations, conferences, congresses and scientific organizing meetings,
- d) To carry out educational studies on project preparation, presentation and management; original value, making proposals to project owners on issues of widespread influence and feasibility, to provide consultancy and information services,
- d) by faculty, research centers or other units of the university carried out, national and international institutions supported by the projects preliminary preparation, start, follow up the phases of implementation, reporting and completion,
- e) In the event of the application of the project manager, the project outputs shall bear the intellectual property rights to determine whether or not it is legal, to protect the rights of intellectual property rights support for project owners in the process of regulatory, commercialization, registration and patent applications give,
- f) Applying for technical assistance tenders of national and international projects and programs, tender to prepare the files,
- g) national or regional level by the faculty or research centers of to prepare projects to be supported by international institutions, Providing technical support to the signature of the Rectorate if necessary in stages,
ğ) All kinds of expenditures related to the projects for national and international audits documents, interim and final reports, contracts, copies of project outputs, and originals procurement and maintenance from project developers,
- h) In case of national or international project or technical support proposals, to prepare a report to the Rectorate about the requests requested to take place as coordinator,
(i) By encouraging the planning or conduct of interdisciplinary research, encouraging the formation of research groups,
- i) The infrastructure facilities of the university, which should be located in different projects, to develop approaches to use,
- j) Requests for project preparation and implementation processes from public and private institutions directing them to the relevant units of the university,

- k) To be involved in developing plans for university-industry cooperation, and the demands and suggestions from the business world. encourage the relevant units to prepare projects,
- l) The researchers aimed at bringing innovative solutions to many problems of humanity to raise awareness for projects,
- m) Monitoring of projects, measurement and evaluation of research performance establishing a database,
- n) Seminar, panel etc. for the purpose of sharing good practice examples. organizing events,
- o) Legislation and amendments to the teaching staff, administrative processes and financial matters informing them about the project, organizing periodical trainings on financial issues, advising on the keeping of relevant financial statistics and submission to relevant departments and provide training services,
ö) Spin-off agreements and their execution to be audited,
- p) annual activity related to the project activities realized in the units of the university to publish reports.
THIRD PART
Organs-Employees, Duties, Authorities and Responsibilities of the Project and Technology Office
ARTICLE 6 - (1) The organs of the office and its employees are:
- a) General Coordinator,
- b) Assistant General Coordinator,
- c) International Projects Coordinator,
ç) TUBITAK Projects Coordinator,
- d) BAP Coordinator,
- e) Regional Development Agencies, KOSGEB, SAN-TEZ and Other Institutions Projects
Coordinator,
- f) Patent Coordinator,
- g) Project experts and other personnel, general coordinator
ARTICLE 7 - (1) The activities of the PTO concerning their field of activity, three-year period of time by the Rector from among the teaching staff

General Coordinator duties
ARTICLE 8 - (1) Duties of General Coordinator;

- c) Coordination of Scientific Research Projects within the University, International Projects Coordinator, TUBITAK Projects Coordinator, Regional Development Agencies, KOSGEB, SAN-TEZ and Other Institutions Projects Coordinator, Patent Responsible and responsible units for national or international projects such as coordinator to control their functioning, to control their active and regular work,

Assistant General Coordinator
Article 9 - (1) The Rector shall ensure that the University has a lecturer

ARTICLE 10 - (1) Scientific studies which may be carried out by the participation of international institutions or organizations research projects (including all projects funded by the EU and OECD, FAO, World Bank preparation of outsourced projects, such as the application process and execution stages
